In 1969, he became the youngest Chief Minister of Punjab at the age of 42. He served as Chief Minister of Punjab for the first time from 1969 to 1970 and again from 1977 to 1980.

During his tenure as Chief Minister, Badal implemented several measures aimed at improving the lives of people in Punjab. He introduced several agricultural reforms that helped farmers increase their crop yields and incomes. In 1997, Badal became the Chief Minister of Punjab for the third time, and he served in this role until 2002. Badal also worked to improve the state's education system, healthcare system, and infrastructure.

In 2007, Badal was re-elected as the Chief Minister of Punjab for the fourth time.
